Charter

Charter for the Kent State University College Libertarians Club

Purpose:
The Kent State University College Libertarians Club (hereinafter called the club) was founded to
support the liberty movement on campus. Libertarians support a smaller government, free enterprise,
and civil liberties. Libertarians are against tyranny and coercive monopolies. The club shall coordinate
and promote activities, programs and fund-raising events in support of these goals and consistent with
libertarianism.

Membership:
Full membership, which carries voting privileges, is available to any person who meets all of the
following four qualifications:
1. He is currently a KSU student, which is defined as a person who is enrolled at Kent State University
for two or more hours of coursework taking place in an unfinished semester.
2. He pays any required membership dues.
3. He signs the club roster or the club's Organization Registration form within one day of his first vote.
4. His membership is permitted by a majority of full members or is permitted by the club President or
he has declared himself an officer on the club's Organization Registration form.

Affiliate membership, which carries no voting privileges, is available to anyone who meets all of the qualifications for voting membership except the first qualification. Full membership will be automatically converted to an affiliate membership during any time in which the first qualification is violated or during any vote for which the member has not participated.

Members may be removed for violating the purpose or other policy of the club by the unanimous assent
of the acting club officers or by the assent of at least two-thirds of the full members of the club.

Membership must not be denied on the basis of sex, religion, race, or any other legally protected category.

Officers:
The club shall permit as officers a President, a Vice President, a Treasurer, a Secretary, and a Technical
Officer. All officers must be full members to perform their duties. Officers must register as required in
the KSU Student Center.
An officer may be replaced immediately by the assent of at least two-thirds of the full members. An
officer may be replaced by a majority of responding full members if all full members have been given
at least six days notice of the replacement action.
If an officer is incommunicado or his office is vacant during a meeting, his duties may be performed by
any full member who has been authorized by a majority of the full members present until either the
officer participates in club business or until the officer has been officially replaced.

Elections and Meetings:
Meetings may be called by the acting President or acting Vice President at a time and place he so
chooses, provided that he gives at least six days notice prior to the meeting to all club members. A
meeting may also be called in the same way by at least one fifth of all full members. Meetings may be
conducted electronically.
The club must hold a vote anytime the club needs to establish assent.
Unless specifically authorized in the charter, an acting club officer must have given notice of the issues
to be voted on at least six days prior to a vote to all full members for the vote to be valid.
Notice may be given and votes may be cast by email, paper, or any other reasonable method of
communication agreed upon by the acting club officers. Full members may vote by proxy.

Amendments:
Amendments to this charter may be made by a two-thirds assent of the full members of the club.

Jurisdiction:
Neither this charter nor any club policy has the authority to exempt the club from the rules, regulations,
and policies of Kent State University and the laws of the State of Ohio.
